Threats Liken to US Situation
The recent situation in Europe that is developing regarding the commitments that
countries make to each other as they enter the European Union resembles the
issues that the US created with the World Trade Organization. Like the EU, the
WTO operates under the principle that all countries that agree to operate under
the umbrella agreements of these organizations and units will fully operate
within the terms and policies and accept rulings that come down from the
councils and courts that make up both the EU and the WTO. The online casinos
though are a major sticky point for countries all over the world and have
created incredibly delicate situations for both the WTO and the EU as they
attempt to keep nations in line with agreed policies while also maintaining
power.
The US situation surfaced over three years ago when the UIGEA passed into effect
and foreign online casinos were banned from the US market. Antigua led the
action within the World Trade Organization to force the US to honor trade
commitments that included the US online casino gambling industry. The WTO lost a
notch of authority though in the past couple of years because it has not
successfully forced the US to honor these trade commitments nor properly
compensate the countries affected. But that failure has been quietly dropped for
fear that the WTO’s inability to force the US into compliance would crumble the
entire authority of the WTO.
Similarly, for several years now the European Commission has been attempting to
force EU member-states into compliance with EU policies that dictate that all
member-states must maintain and open and free trading of goods and services –
and the Commission says this includes the online casinos. Non-compliance from
nearly a dozen countries is beginning to crumble the confidence that the EU
Courts have the power to fully control member-states with the EU. |
