Then, rewards are paid out from the cafés in more time units.

The part the authorities take issue with is the fact that that the gamblers are able to then trade in the time units for cold hard cash. The time units are just acting as a place holder for actual cash and this easily translates into gambling according to the authorities. Online casinos and unlicensed land gambling operators are illegal and the authorities all of the US are combating this growing problem.
