WAAG: United States: EU Negotiations
The European Union continues to negotiate with the United States government
concerning the controversial and continued implementation of the UIGEA three
years ago. The UIGEA specifically blocks offshore and foreign online casinos
from the US market and employs protectionist policies that do not allow foreign
companies to compete within the limited number of legal US internet betting and
gambling markets. The online casino sites are strictly illegal in the US market,
but the UIGEA does have some carve-outs in place that foreign companies cannot
access. Additionally, a major factor for the European Union’s ire with the US is
the fact that the US Department of Justice has almost entirely focused
prosecution and enforcement efforts of EU gambling companies.
In the eye of the EU, not only is the UIGEA overstepping the bounds of trade
agreements between the two nations, but the purposeful and continued prosecution
and targeting of online casinos that operate legally within the European market
is becoming a platform issue right now. The EU has faced strong pressure from
the online casino sites and the industry watchdog groups to pursue this issue
with the US government and attempt to negotiation a cease-fire of sorts from the
Department of Justice.
Unfortunately for the EU online casinos, the US DoJ has not responded positively
to any of the negotiation attempts and instead uses the currently controversial
situation happening right within the EU regarding gambling monopolies as a
reason to dismiss all of the attempts toward negotiations – basically the US has
brushed off the European delegates that have traveled to the US and entered into
unsuccessful dialogue with the US Trade Representatives. |
