WAAG: Russia: Overview
The Russian gambling industry is in a severe state of flux right now and it’s
hard to actually pin down the specifics. The Russian government recently saw a
huge increase in the number of online casinos operating in the country and
targeting Russians because of legislation that took effect earlier this year
that forced land gambling establishments out of the cities and into four
distinct and remote regions of the country. Land gambling at parlors, casino
venues, and clubs was a huge source of entertainment for the citizens of Russia
and also a cash-cow for the Russian government because of tax revenues generated
from a full and profitable land gambling industry. Over the past two years,
though, the Russian government has changed it’s position on gambling and pushed
the industry out of the cities in an effort to protect the citizens from some of
the social ills associated with internet gambling.
More recently the online casinos have really flourished in the unregulated
internet gambling environment in Russia. The government, while not approving of
the internet gambling industry, also does not have controls in place to stop the
internet gambling sites from targeting Russians who are looking for a filler now
that all of the legal land gambling venues are gone.
The Russian government is now on the defensive and looking for ways to curb the
confusing legislative environment in the country. On a broad scale, land and
online casino gambling is quite popular in Russia because the Russians seem to
have an affinity for the games; despite unclear legislation and the forced exit
of major gambling companies, Russians are still actively seeking out gambling
opportunities.
