Success or Failure?
The Russian government implemented some highly controversial policies recently
that have not only decimated the country’s land gambling industry, but it have
also bred a strongly emerging online casino gambling industry – one that was not
anticipated by the Russian government. The new Russian land gambling policies
were intended to take the daily gambling temptation out of the cities and
further from highly concentrated populations of Russians and make the land
gambling industry more of a remote and perhaps vacation pastime. The government
has largely succeeded in forcing the land casinos out of Moscow and other major
cities, but in the process the country has given birth to an online gambling
industry.
The land gambling industry was hugely popular in Russia when the government
passed the imperfect gambling legislation that did not adequately address new
technologies and alternative forms of gambling that are now flooding the Russian
gambling market. Russia’s gambling industry previously generated $3.6 billion
annually – a huge figure that the government then got a cut of through taxes
that supported the national budget.
Without the land casinos though the government has already felt the impact of
banning the land gambling industry and yet Russians have really not stopped
their gambling habits as the government hoped. Instead all of that gambling
money is funneled through the internet cafes and to foreign online casinos that
are not paying taxes to the Russian government. With this consideration, it’s a
pretty tough question. The Russian government did succeed in shutting down a
large percentage of the land gambling venues in the country…but it hasn’t
stopped new technologies like online gambling from filling the void. Success or
