Expert Points Out Weaknesses
Although there is absolutely no doubt that the US’s internet gambling
legislation, the UIGEA is highly flawed, there is yet more support coming out
right now to support claims that that UIGEA does not have a strong enough
structure in place to adequately ban the online casinos. In a further review of
the Congressional hearing that took place at the beginning of the month, a money
laundering expert in the US testified that the ban on payment transactions
between US gamblers and foreign online casinos lacks a proper and effective
regulatory structure.
The money laundering expert, James Dowling, is actually a former IRS agent who
specializes in terrorist financing and money laundering for the White House. His
testimony is incredibly strong because of his credentials, and although he is
not specifically pro-online casinos, his testimony went a long way toward
discounting the credibility of the UGIEA. Basically, Dowling noted that the ban
on online casino gambling is so ineffective because of the vague concepts and
definition of internet gambling in the first place, in addition to an unclear
foundation to support enforcement of the UIGEA’s policies.
He notes that the regulations banning the online casinos would have to be a
whole lot clearer and precise, but the best course of action would be a clear
licensing structure that aims at specifically monitoring and controlling the
internet gambling sites able to access the US gamblers. Dowling’s testimony
really falls right in line with what Barney Frank and other pro-internet
gambling politicians have been touting for three years now. |
