Questioning the Timeline
There is no denying the fact that the whole of the European Union has been
eagerly awaiting the implementation of French regulations that will open up the
French market to foreign competition. The French government is so close to
finalizing the regulations that it has been announced that the new regulatory
scheme will take effect in January 2010. This is great news for the online
casinos and internet gambling companies prepping for entry into the French
market but there are others who are a bit skeptical that the regulations will be
ready in time. The European Commission has monitored the French gaming market
for some time now and negotiated with the government on new regulations that
will take into account EU policies that guarantee the free movement of goods and
services between EU member states.
But is the Commission letting down the EU on this one? The French regulations
are still in draft form but they are nearly finalized and there are some major
flaws evident according to watchdog groups monitoring the situation. History has
shown that it is much harder to amend regulations and legislation after
implementation and so there is a pressure to get this right the first time and
completely open the French market to foreign online casinos and internet
gambling companies. The UGIEA is a perfect example of the difficulties that
occur when a government attempts to go back and amend parts of an already
implemented and enforced piece of legislation.
Some of the chief concerns with the regulation now center on the sports betting
side of the regulations. The French government is responding though to pressure
and suggestions from the online casino gambling industry in the final shaping of
the legislation. The internet poker industry scored a victory last month with
the changing of some tax parts of the regulations…there are only five months
left though before the new regulations are set to take place and there is some
definite work needed on the sports betting side. |
