A Brazilian UIGEA
The Brazilian government has announced that new online casino gambling
legislation is one-step closer passing into law as the legislation has now made
it to the Senate. Brazil’s government is modeling the US’s ban on the processing
of transactions from internet gambling companies in drafting the new
legislation. The only problem with this whole situation is the fact that the US
government’s UIGEA is highly flawed and is not working too well right now. The
UIGEA is unenforceable according to many experts and although the US Department
of Justice is actively pursing and prosecuting some of the payment processing
companies still facilitating transactions between US gamblers and offshore
online casinos, it has not fully curbed US internet gambling.
The UIGEA has proven wildly unpopular in the international arena because the US
is actively breaking international trade agreements with the protectionist
legislation that blocks offshore companies not only from the online casinos, but
from internet betting as well. Brazil’s government though believes that the US
model though is highly effective because it blocks the internet gambling
industry in the only way possible – at an internal level. It is impossible for
the US and Brazil to prosecute the offshore online casinos, so instead the
legislation is aimed at the credit card companies and financial institutions.
The Brazilian government has been very vocal in announcing that the US’s UIGEA
was the model for the legislation that is now entering Brazil’s Senate for
discussion and modification. In addition to blocking the online casinos the bill
is looking to have a much wider scope to include lottery and other related
industries as well. |
