Both Sides Unite
Although it seems impossible to imagine, there are circumstances under which
both the conservatives and the liberals can agree on something. In this case,
it’s the online casino gambling industry – politicians from both parties have
vocalized their support for Congressman Barney Frank’s initiatives in regards to
legalizing and regulating the US internet gambling industry. The UIGEA blocks
offshore online casinos from legally accessing the US players. Frank though has
aggressively fought to limit the influence and scope of the UIGEA over the past
more than two years. Now that the UIGEA regulations have been passed through (in
a midnight drop legislation by the Bush admin) Frank has renewed his efforts to
build support for legislation that would protect the online casino gambling
industry at least until more clarity is supplied for the UIGEA.
The UIGEA blocks offshore online casinos with vague language that refers to
“illegal internet gambling” but yet never supplies a definition for illegal
internet gambling. This means that the financial institutions and the online
caisno gambling sites themselves are left to make assumptions about which forms
of internet gambling are included in the ban. Frank and Ron Paul introduced a
piece of legislation last year that has actually gained bipartisan support. The
legislation seeks to put the UIGEA on hiatus until the US Treasury Department
provides clarity to certain aspects.
Frank is also a big supporter of his own bill, IGREA, which would legalize and
regulate the US online casino gambling industry and possibly provide significant
additional tax revenues to the federal and state governments. Frank’s efforts
have the support of the internet gambling industry – and apparently also
bipartisan support within Congress. |
