As for the two other proposals that are facing Congress, both of these bills do
not precisely target the online casino gambling industry and instead are seeking
to legalize internet poker. The two bills go about the task in a very different
way, but the outcome sought in both would bring about the legalization of online
poker gambling throughout the US (but subject to state laws). Robert Wexler’s
bill, the Skill Game Protection Act was proposed more than a year ago and has
been slowly gaining support since that time. The Poker Players Alliance clearly
supports all three of the bills, but most definitely these next two because they
would specifically and efficiently legalize internet poker. But Frank’s bill
also has the support of the PPA because lifting the ban on offshore online
casinos would also positively benefit the internet poker industry.
The specific’s of Wexler’s proposal are actually quite simple, Wexler’s bill
argues that poker is a skill based game rather than a game of complete chance
like gambling at the land and online casinos. Wexler argues that online casino
poker gambling is completely out of the purview of the UIGEA and there for
should have the same legislative restrictions as fantasy football, chess, and
any other skill based game in the US.
The other bill related to online poker gambling less than gambling at the
internet casinos is a fairly new piece of legislation. The Internet Skill Game
and Licensing Control Act was proposed in Robert Menendez in just September and
the bill has yet to really progress very far. The UGIEA is designed to
specifically block games of chance on the internet from accepting US players –
with Menedez’s bill, skill based gaming would be up for licensing and internet
poker would be tops on the list of games legalized and licensed throughout the
US. |
