New French Online Casinos Legislation
The European Commission has encountered difficulties over the past several
months in forcing the ten EU member-states in violation of EU policies into
compliance. EU Commissioner Charlie McCreevy has very recently begun to tow a
hard line with the countries operating online casinos monopolies. McCreevy
issued final warnings to several EU countries in violation, and now it looks
like France could be next on the Commissioners list. The French government is
attempting to pass more legislation that would protect the country’s state-run
online casinos gambling and betting monopoly by restricting banking transactions
with foreign operators.
The European Commission and the European Gaming and Betting Association have
both spoke out against the newly proposed French regulations. The French
government’s legislation channels the same idea as the United States’ online
casinos gambling ban, which limits the types of gambling transactions that the
banks and financial institutions can pass through. The U.S. ban has been largely
ineffective, and even if the French government continues with plans to pass the
legislation, foreign online casinos gambling will simply go under the
government’s radar.
The newly proposed French online casino gambling legislation is specifically
designed to protect France’s gambling monopolies while blocking other EU
member-states from accessing the French gambling market. EU trade policies
mandate the free flow of goods and services between all EU member states – which
means there is no place for state-run online gambling monopolies. The
legislation concerning the financial institutions is just the first of many
French attempts to create a full monopoly, the government is also considering
legislation that would block foreign operators at the ISP level.
