Frank Co-Sponsoring Gambling Bill
Congressman Barney Frank is the main support and push behind the Internet
Gambling Regulation and Enforcement Act (IGREA). Congressman Frank has spent the
past year educating other politicians about the Unlawful Internet Gambling
Enforcement Act (UIGEA) which got passed in 2006 without the knowledge of many
who signed off on the act because it was an 11th hour addition to the must-pass
Safe Port Act. Frank wholly supports repealing or neutralizing the UIGEA and
instead advocates regulating and licensing the online casinos gambling industry.
What many may not know though is that Congressman Frank is also the co-sponsor
on another gambling related bill, HR 1170 which advocated a national campaign on
problem gambling.
The Comprehensive Awareness of Problem Gambling Act 2007, HR 1170, actually
compliments his IGREA proposal in that Frank recognizes the importance of a
balance between a regulated online casinos gambling industry and programs that
encourage healthy gambling habits. If it passes, HR 1170 would require the
Secretary of Health and Human Services to carry out a national campaign that
focuses on increasing knowledge and subsequently raising national awareness of
problem gambling – and this goes for land and online casinos gambling.
A few have called Congressman Frank out on his co-sponsorship of HR 1170 as
hypocritical because of his obvious support for the expansion of the U.S.
gambling industry. But to the contrary, Congressman Frank instead feels that
IGREA is intended to promotion the exact same ideals and end-goals as HR 1170 –
to foster a safe online casino gambling environment for all gamblers – from
problem gambler to underage gamblers. |
