Now we have examined most of the policy and foreign controversy that surrounds
the UGIEA offshore online casino gambling ban. The next step will look at
controversy within the United States and attempts by members of Congress and
politicians hoping to repeal or neutralize the UGIEA. The first politician
associated with the US online casino gambling issues is Congressman Barney
Frank. Frank is regarded as a friend to the industry and is responsible for the
majority of the efforts to repeal or neutralize the UIGEA of the past two years.
Other supporters have more specific goals – ie only legalizing internet poker
and leaving the restrictions on the online casino gambling industry.
Barney Frank is the chair of the House Financial Services Committee and as such
he has been able to suggest several pieces of legislation decided to neutralize
the adverse effects of the UIGEA offshore ban on online casinos. Up until last
month none of his legislation made it out of the Committee – he attempted to
pass a piece of legislation that would hold the banks faultless for any illegal
online casino gambling transactions until the regulations were better defined.
Frank’s signature piece of legislation the Internet Gambling Regulation and
Enforcement Act (IGREA) is still gaining bipartisan support and Frank has not
yet attempted to get it passed through the House and Senate.
Other support from the online casino and poker gambling industry come from
various legislation that would provide carve-outs for poker based on the
argument that poker is a game of skill versus a game of chance. This concludes
