The countries that the US deemed worthy of compensation then entered into talks
with the US Trade Representatives (USTR). The EU most notably came to a closed
trade compensation agreement with the US government – but when the Remote Gaming
Association protested that the online casinos affected by the US’s UIGEA and
revised trade agreements did not see any of the benefits of the trade
compensation agreement, the EU sent delegates to investigate the US’s allegedly
discriminatory gambling policies toward foreign online casinos. Meanwhile, the
Antiguan Finance Minister, Dr. Errol Cort, and Antiguan officials have been in
negotiations with the US officials for more than a year attempting to find a
resolution.
Antigua actually has the backing and support of the WTO – an arbitration panel
at the WTO ruled that Antigua had the right to $21 million in trade sanctions
against the US as compensation for the US’s discriminatory online casino
gambling policies. The US government began serious negotiations with Antigua
once the small island nation threatened to use the trade sanctions against the
US’s music and entertainment industry (read that they planned to offer pirated
DVDs and CDs because the US gave them permission to ignore US copyrights).
And while the US is negotiating with Antigua to resolve the issues over
discriminatory online casino gambling policy, in recent weeks Cort has noted
that the case may have to go back to the WTO or wait for the new administration
to take effect. And as if all of this weren’t enough, many US politicians are
now looking for ways to repeal or neutralize the UIGEA as a way to not only
benefit the US economy but to also bring the country into reconciliation with
the nations and online casino gambling companies negatively affected by the
UGIEA. |
