Gaining Needed Support
Congressman Barney Frank and Representative Ron Paul introduced Congressional
Bill HR 5767 just last month and are now in the process of gaining political
support for the bill. The highly controversial Unlawful Internet Gambling
Enforcement Act (UIGEA) effectively banned foreign online casinos from operating
in the U.S. gambling market. Now more than a year and a half later, the UIGEA is
still floundering…a Congressional hearing last month largely indicated that the
regulations drafted to support the UIGEA were flawed and that the Act is
entirely unenforceable as written. HR 5767 is a time sensitive piece of
legislation that would stop the federal government from continuing to draft
supportive regulations for the UIGEA – stopping the regulations is the first
step toward reversing or neutralizing the 2006 offshore online casino gambling
ban.
The latest news on HR 5767 indicates that the bill is slowly gaining support
(largely democrats at this point). With the two new representatives announced
just yesterday, the bill has 19 supporters. Many in the online casinos industry
also assume that the 40+ sponsors on Frank’s previous legislation, the Internet
Gambling Regulation and Enforcement Act (IGREA) will similarly support Frank’s
latest effort to halt the enforcement of the UGIEA in the U.S.
The bill is very new at this point and there is every indication that HR 5767
will continue to gain political support throughout the summer. Unlike his other
bill, IGREA, HR 5767 is time sensitive considering the Department of Treasury
and the Federal Reserve are currently looking to finalize the online casino
gambling ban’s enforcement regulations. The up-to-date list of supporters for HR
