Italian Monopoly Opening
The European online casino gambling and betting companies are all certainly
cheered by a ruling from the European Court of Justice (ECJ) that supports the
liberalization of the European internet gambling industry. There are several EU
member-states holding on to antiquated gambling legislation that creates an
essential gambling monopoly, blocking all foreign online casinos from accessing
the state gamblers. Italy has slowly begun to work with the European Commission
to find a solution to the Commission’s concerns that the Italian government’s
policy regarding betting licenses in the country. The latest ECJ ruling supports
the Commission’s efforts over the past several years.
As for the specific ruling, the ECJ is apparently on board with the Commission’s
goal to free the European online casino gambling industry from protectionist
state-run monopolies. Italy is being forced to reconsider the way that the
nation planned to reissue state betting and internet licenses. The Italian
government’s plan included reissuing a huge percentage of the licenses to the
existing state betting monopolies: Sisal and Snai SpA. These two companies
currently handle a large majority of the internet betting in the country.
But the ECJ ruling now give foreign online casinos the chance to compete for the
betting licenses, and thus have an “in” for the lucrative Italian betting
market. After the announcement that Italy lost the ECJ case, there was no
indication of a new licensing plan from the government; the EJC ruling though
mandates that the licenses fairly include foreign online gambling operators. The
new plan will undoubtedly emerge through further negotiations and aid from the
European Commission. |
