Still in the Works
While the defeat of Congressman Barney Frank’s latest piece of internet gambling
legislation was a blow to many in the online casino gambling industry there is
still hope. Frank has not ceased efforts on his previously proposed gambling act
– the Internet Gambling Regulation and Enforcement Act (IGREA) and as support
for the proposal grows, there is a light at the end of the tunnel. IGREA is
designed to neutralize the controversial ban on foreign online casinos, the
UIGEA, and if implemented gives power to the individual U.S. state governments
to regulate internet gambling.
The defeated legislation, HR 5767, was a close call and almost passed through
the House Financial Services Committee, but unfortunately the vote tied and
therefore failed to pass. HR 5767 was a piece of legislation that would not have
solved the U.S. online casino gambling situation but would have instead put a
halt on the controversial drafted enforcement regulations for the UIGEA while
Congress continues to debate the internet gambling issue.
Fortunately for the online casino gambling industry, there are several other
bills in the works. Frank’s IGREA is at the tops of the list with 48 cross-party
co-sponsors for the bill – IGREA would proposes licensing and regulating the
internet gambling industry. Also in the works is a bill from Representative
Robert Wexler that seeks to legalize internet poker specifically – this bill has
also gained support although it’s limited scope doesn’t provide much hope for
the offshore online casinos ousted from the U.S. market. Last on the list of
promising bills is Shelley Berkley’s proposal for a study of the internet
gambling industry. |
