Legalizing Poker in the United States
The Players Poker Alliance and online casino poker players from all over
California are in support of a new bill that proposes a study into the
legalities of licensing and regulating internet poker within the state of
California. A prominent Californian state legislator has put the bill AB 2026
onto the table and is now pushing for support. Assemblyman Lloyd Levine proposes
the bill that would not legalize online casinos poker, but rather the bill calls
for a study to be conducted to investigate all aspects of licensing and
regulating internet poker – from federal restrictions to state autonomy rights.
Bill AB 2026 specifies that the California Gambling Control Commission (which
currently oversees the extensive land gambling industry in the state) would
conduct a study that examines all of the aspects of online casino poker: the
“regulatory oversight and licensing, technological issues, underage and problem
gambling matters, methods of play and types of games that may be legally
offered, economic benefits to state and local governments, and the means by
which those games and forms of gambling may be conducted and operated.”
A main question that many in the industry are unsure of: does the Federal
government have jurisdiction if a state to operates online gambling activities
for players within the state? Basically, the study will provide the state with
needed information that is currently unavailable in the United States. And
though there is current a bill gaining support in Congress to conduct a national
study on online casino gambling, Levine’s bill is limited to California and if
passed, the bill calls for the study to be completed by June 30, 2009 by the
very latest. |
