Ineffective Online Casinos Ban
The United States passed the 2006 Unlawful Internet
Gambling Enforcement Act as a way to discourage U.S. players from gambling in
any form via the internet. Interestingly enough though, the UIGEA has scarcely
touched online casinos betting in the U.S. Players are still able to place bets
on sporting and horseracing events from betting venues in Costa Rica. The Costa
Rican government has no real plans to limit where countries can do business and
the U.S. no way to fully enforce the online casinos gambling ban at this point.
Internet bettors and online poker players have all found ways to circumvent the
current U.S. ban – so though the ban has lessened the prevalence of internet
gambling, it has certainly not eliminated the pastime.
The U.S. online casinos ban has actually pushed internet gambling into a
prohibition era pastime, the activity happens under the table, in backrooms, and
out of the government’s control. UIGEA opponents use the continued prevalence of
under the table betting companies as an argument for neutralizing the UIGEA. The
U.S. online casinos ban does not make betting illegal for the bettors, rather it
is illegal for financial institutions to process payments from offshore betting
and gambling companies. So U.S. players have found all sorts of creative ways to
funnel their money into cash cards and other types of e-transactions that bypass
the restrictions on U.S. banks and financial institutions.
Paul Moran, an award winning writer recently wrote, "While opposition to
Internet gambling in all its various forms in the U.S. has come primarily from
the conservative Christian right, the Costa Rican government, never an
institution that has sought to legislate morality, has facilitated the
industry's growth by providing fertile ground."
Online casinos and betting companies have all moved locations to the Costa Rica
in the wake of the UIGEA, that way they have scarcely even had to interrupt
business at all. As surely as there are sporting and horseracing events all over
the U.S., players can find a way to place online bets through Costa Rican based
companies.
