Ran Out of Time
It will be another full month before the online casino gambling industry is able
to access how well Representative Shelly Berkely’s proposed bill has faired with
the House Judiciary Committee. Berkely’s bill, HR 2140 has been written and
gaining support for many months now and was just ready to go before the
Committee for markup – unfortunately delays and issues involving several of the
other bills on the table meant that Berkely’s bill took a back seat to the Karl
Rove issue that was up for discussion and deliberations. Berkely’s bill directly
looks at the ongoing issue concerning the U.S. online casinos industry and
commissions a full-year study of the impact and possibilities surrounding
legalizing and regulating the industry.
Online casino gambling is an extremely controversial subject in the U.S. – much
of the religious right, and the Bush administration most certainly, are against
allowing a licensed and regulated internet gambling industry. There are no
concrete reasons on why some politicians so strongly object to the online
casinos specifically, while not addressing any issues within the land gambling
industry. Internet gambling is currently banned in the U.S. thanks to the UIGEA
(a bill pushed through by Arizona Senator Kyl) which blocks transactions between
financial and banking institutions and the internet casinos.
While many politicians are backing Representative Barney Frank’s efforts to
legalize online casino gambling, many other politicians and even the American
Gambling Association (representing the interests of the land gambling industry)
support Berkely’s “Internet Gambling Study Act.” This Act, if passed and fully
researched could provide the necessary information for the passage of less
restrictive online gambling policies – it could also swing the other way if the
report finds an overwhelmingly high level of opposition and negative effects. |
