CASA Critiques Gambling Bill
The South African government may be headed right back to the drawing board in
terms of online casino and interactive gaming legislation after the recent
Department of Industry and Trade hearings. Many in the online casinos industry
are lauding the National Gambling Amendment Bill – it proposes across the board
licensing and a strict regulatory regime. But others are not so sure that the
NGA Bill is ready to pass without further revisions. Specifically, the Casino
Association of South Africa is suggesting that the bill go all the way back to
the drawing board, and even possibly more intensive research before more
regulations and legislation is written to address the online casino gambling
industry.
The Casino Association of South Africa (CASA) is stressing that the regulations
in the interactive gaming industry should be as thorough and comprehensive as
those in the land-based gambling industry. South Africa has some of the most
respected land-based gambling legislation, so the Chairperson at CASA, Jabu
Mabuza feels that the online casino industry’s legislation should be just as
thorough and well thought out. Mabuza notes, "In our view the amendments as
tabled do not do the job adequately."
Noteworthy is that CASA is not against the legalization of the online casinos,
but the group is definitely pressuring the government to adequately assess
whether or not the current Bill meet the needs of the South African gambling
community. The suggestion that the NGA Bill go back to square one essential
stems from the groups feeling that "the current proposals do not accomplish
[the] goal" of comprehensive, complete, and thorough online casino gambling
regulations, says Mabuza.
Specific problems with the current proposed bill that would legalize, license,
and regulate the online casinos center on large discrepancies between
requirements in the land-based gambling industry and what will be the internet
gambling industry under the proposed bill.
