Can Papua New Guinea Handle Online Casino Licensing?
Papua New Guinea is the latest country to pass a gambling law that will allow
online casino gambling, as well as land-based casino gambling. But many are
wondering how the citizens of this Pacific nation will respond one online
casinos companies begin building in local neighborhoods. Though the gambling law
passed with overwhelming support in parliament, many believe that the law will
bring crime and addiction to the country.
Right now, the dissension over the Gaming Control Bill 2007 looks to be
primarily church and women’s groups…though that list could expand as the online
casinos initiatives spread, and land-based casinos begin construction. Also, a
small group of MP’s also disagree with this latest online casino legislation.
Eight MP’s protested the vote by leaving the room prior to the official vote.
For that reason, the Bill passed 61-0 through Parliament.
For those concerned with the societal ills the online casinos and land-based
casinos may bring to Papua New Guinea, Prime Minister Micael Somare addressed
those concerns. The Bill allows for PNG act as a base-station for offering
online casinos to other countries. Prime Minister Somare stressed that PNG can
provide internet gambling internationally without strongly affecting the local
population with societal ills.
Additionally, the taxes levied on the online casino and land-based casino
revenue will provide PNG with much needed funds. Currently the Gaming Control
Bill mandates a hefty 20 percent of gross profits from all of the online casinos
and land-based casinos. And another 5 percent tax on gross profits as a
community gaming tax.
Now that the Bill is officially passed through Parliament, any more concerns
will be primarily addressed through the Papua New Guinea National Gaming Control
Board. This Board is responsible for handling the casino licensing, and online
casino gambling awareness.
