Gambling Issues in the Philippines
Though it hasn’t come quite down to a he-said-she-said match in the Phillipines,
the previous internet gambling legislation handed down from the Justice
Secretary, Raul Gonzalez authorized that the Zamboanga City Special Economic
Zone (Zamboecozone) could legally operate online casinos. Not long after the
Zamboecozone began the online casino operations though, another group protested
that Zamboecozone was not legally able to grant gambling licenses and operate
even internet casinos without approval from the Philippine Amusement and Gaming
Corporation (PAGCOR).
Basically it comes down to the fact that PAGCOR claims that only PAGCOR has the
right to approve the online casinos that Gonzales approved for Zamboecozone.
Gonzalez did immediately respond to this latest issue concerning online casino
gambling, and wrote back to Ephraim Genuino, PAGCOR’s chair that the issue was a
misunderstanding.
But even that admission has not placated PAGCOR; the company has now taken the
issue to the Supreme Court as a way to force Zamboecozone to cease operating the
online casinos. PAGCOR has the right to license and regulate all gambling and
online casino gambling occurring within the Republic of the Philippines.
Gonzalez began backing PAGCOR’s right to force Zamboecozone once the company
announced that is was taking the issue to the Supreme Court. Says Gonzalez on
the issue, “For one, the Office of the President has already issued an opinion
regarding the matter. Like all other acts of the President, the order here is
hereby binding upon all offices and bureaus of the executive branch, including
the Department of Justice.”
