Appeals to Neutralization
Barney Frank’s proposed act that would neutralize the Unlawful Internet Gambling
Enforcement Act (UIGEA) is gaining more and more support both within the United
States, and at the international level. Countries currently involved in online
casino compensation negotiations with the United States are increasingly
rejecting the idea that politicians and representatives from Washington will
appropriately resolve the international disputes and instead turning on to the
view that international pressure could in fact cause Congress to pass
legislation overturning last year’s online casinos ban.
Frank’s bill, the Internet Gambling Regulation and Enforcement Act (IGREA) calls
for the licensing and regulation of the online casino industry as a means to
both reinstate American civil liberties that are hampered by the UIGEA, and as a
way for international resolution. Based on comments to Reuters, Mandelson and
others representing the EU online casinos industry may approach both Barney
Frank and other members of Congress about bypassing the U.S. Trade
Representative’s office and instead nipping the problem in the bud expediently
by neutralizing the highly polarizing UIGEA.
Barney Frank’s IGREA is viewed as a workable solution for the international
online casino industry, as well as a positive move toward protecting Americans
from the dangers that UIGEA supporters claim lie within the internet gambling
industry. Mandelson is rumored to have plans to speak with Frank about his
legislation in early November.
